國發會、人力學院與Coursera合作 推動數位學習成果豐碩

政府穩健推動2030雙語政策,為提升公務人員英語力,強化公務服務雙語量能,111年11月國發會與全球知名數位學習平台Coursera簽署備忘錄,利用國際優質課程培育我雙語專業人才。國發會、公務人力發展學院與Coursera共同合作,首度引進國際數位學習平台,推出多樣化英語數位課程,以六個月為期程,每期培訓1,500名公務人員,自112年7月起已培訓3,000名公務人員,學員修課達標率達97%,逾88%學員表示課程有助提升專業知識與技能,培訓成果豐碩。
Coursera數位學習平台提供逾325家知名大學及企業,如耶魯大學、杜克大學、谷歌、微軟、IBM等跨領域、多面向的學習課程,並依我國政府當前重大政策設置推薦課程專區;公務人力發展學院也利用Coursera數位學習平台課程搭配實體課程,推出溝通談判、口語表達及書信寫作之混成專班,強化學員之口說表達能力。
國發會綜合規劃處張惠娟處長表示:我們與Coursera的這項合作計畫是一項重要的變革,要讓台灣能走上世界的舞台,顯著地提升英語能力是一個關鍵;我們希望提供一個國際化的數位學習平台,讓公務人員能自行安排學習時間與進度,Coursera正符合這樣的彈性需求。

為強化公務服務的雙語量能,國發會將與人力發展學院共同合作,積極提升公務人員英語力,預計在2025年時將培訓至6,000名公務人員,以創備因應全球競爭的政府體系。
Taipei, Taiwan [August 23, 2024]: To execute Taiwan's Bilingual 2030 vision, the National Development Council (NDC) signed a memorandum of understanding with the international online learning platform, Coursera, in November 2022 to train our bilingual professionals using top-rated courses from international institutions. In collaboration with the Civil Service Development Institute (CSDI), NDC launched a targeted training program on Coursera, bringing in a digital learning platform for the first time to equip Taiwan's civil servants with advanced English language skills and technical knowledge. In upskilling cohorts of 1,500 civil servants every six months using a variety of English-language courses, the training showed promising early results, and 3,000 civil servants have been trained since July 2023. The program has achieved a 97% course completion rate, and around 88% of students have found that the classes helped them improve their professional knowledge and skills.
Coursera provided flexible, tailored, on-demand training from over 325 leading academic and industry partners, such as Yale University, Duke University, Google, Microsoft, and IBM. Course recommendations were aligned with Taiwan’s major policy areas to increase learner expertise across multiple disciplines. CSDI also piloted a hybrid program, combining Coursera’s digital offerings with practical group sessions focused on topics such as negotiations, public speaking, and English composition, improving their speaking ability.
“This initiative with Coursera has shown that improvement in English proficiency is crucial for elevating Taiwan to the international stage,” said Connie Chang, Director General of the Department of Overall Planning, NDC. “We needed an international digital learning platform where civil servants could learn at their own pace in their own time, and Coursera provides that flexibility.”

To further strengthen the bilingual capabilities of our civil service, NDC will continue to work with CSDI, and has expanded training to 6,000 learners by 2025, reinforcing Taiwan's commitment to improving the English language capabilities of its civil servants to ensure our government is equipped to respond to global competition.
